Delhi Moves Towards Fully Online Property Registration System

The Delhi government is preparing to roll out a fully online and paperless property registration system, which could change how real estate transactions are completed in the capital. According to senior officials, the new system may become operational within the next five to six months, provided it receives cabinet approval and is passed by the assembly.

Under the proposed model, buyers and sellers will no longer need to make multiple visits to sub-registrar offices. Instead, the entire process from application submission to document verification will be handled online. The only physical step required will be a single visit for biometric and photo verification. Once completed, all official documents will be delivered digitally through DigiLocker, making the process faster and more convenient.

Officials say the main goal of this initiative is to reduce human involvement and increase transparency. By digitizing each stage of the transaction, the system will create a clear digital trail, helping to curb fraud and disputes in property deals. The government is also planning to bring in a top-tier technology firm to build a secure and efficient platform for this transformation.

This is not the first time such a plan has been proposed. The previous government considered a similar initiative but did not move forward. In recent years, efforts to digitize property registrations have faced delays due to administrative and political factors, including last year’s assembly elections.

Currently, Delhi uses the National Generic Document Registration System (NGDRS) to register documents such as sale deeds and wills. It also operates the Delhi Online Registration Information System (DORIS), which allows online document submission, e-stamp payments, and appointment scheduling. However, despite these digital tools, much of the process still requires manual intervention.

The new proposal aims to close these gaps by creating a fully integrated digital system. If implemented successfully, it could make property registration quicker, more transparent, and far less dependent on paperwork and physical visits, benefiting both buyers and sellers across Delhi.
