The Chief Minister of Haryana, Manohar Lal Khattar, recently launched a portal named e-Bhoomi to ease the land deals procedures for government projects along with the approval of the owner of the property.
With the launch of e-Bhoomi, farmers and aggregators will be offering their lands on this portal with ease. However, the aggregator must have a Parivar Pehchan Patra Family ID and be an income taxpayer. Before this portal, only farmers were able to offer land. But the e-Bhoomi launch will involve aggregators as well.
The land offer will be valid for 6 months from the land registration date on the portal. To facilitate these procedures easily and to coordinate, the government will appoint Nodal officers in every department.
Once any land offer is uploaded on the e-Bhoomi portal, the designated agency will get the notification, which will further inform the concerned government department. After this, the other procedure will go into automatic mode.
Manohar Lal Khattar said, “If the rates are within the range of the collector rate, then the Administrative Secretary of the department will immediately approve it after examining the feasibility.”
If the price rates of land are more than the rates of the collector, the deal will be taken to the Committee of Secretaries, which the Chief Secretary will head. If the price rates of the land exceed 50 % of the collector rates, then that proposal will be handled by the High Powered Land Purchase Committee and headed by the Chief Minister.
Launching e-Bhoomi will undoubtedly bring transparency and reduce the complaints regarding delays of payment and aggregators.
